Asia Society Washington Center & Bridging the Gap: A Decade of Rebuilding: An Asian American
in the Nation's Capital, Natwar Gandhi, February 27, 2006
Natwar Gandhi is the Chief Financial Officer (CFO)
for the District of Columbia and is responsible for the city's finances,
including approximately $7 billion in annual operating
and capital funds. Gandhi was nominated to this position
by Mayor Anthony A. Williams and appointed in June 2000.
In November 2001, the D.C. Council unanimously approved
the Mayor's nomination of Gandhi to a new five-year
term as CFO. As an independent CFO, Gandhi works closely
with congressional committees and the U.S. Office of
Management and Budget staff that oversee District affairs.
He has built on the District's financial progress by
securing several rating upgrades, including a return
to an 'A' rating from Standard and Poor's and Fitch
Ratings - the first 'A' level rating for the District
since 1995. In 2005, Standard and Poor's further increased
its rating for the District to 'A+'-the highest ever
for the city's borrowings. He is also a key figure in
the current issue of financing a new baseball stadium
in the District. Gandhi will recount the remarkable
story of an Asian immigrant's rise to prominence in
a sensitive political position and his success in helping
to bring about drastic improvements in the governance
of the Nation's Capital.

(1998), and now `Water' (2005). There will be
a discussion with the audience following the screening.
Deepa Mehta's most recent film `Water' is set in pre-independent
India. It examines child marriage, the plight of
widows and celebrates the strength and endurance of
women. The film has taken 5 years to complete.
The theme proved controversial and provoked disparate
impassioned responses. `Water' stars John Abraham,
Lisa Ray and Seema Biswas, and boasts a brilliant music
score by A.R. Rahman.
